The Witch Council is the governing body of witches that enforces the laws and punishing those that break them.
History[]
Today, most of humanity remains untouched by the witches in their midst, the result of a truce between man- and witchkind consecrated in the necropolis beneath St. Chrysostom’s in 1790. The Witch Council strictly controls dark magic, spellcraft, and the elements trade. The Witch Council bound the witches' magic to limit their power. Kaulder is their most feared enforcer. The cells of the church catacombs are filled with witches and warlocks who defied Council law. The half-witch Glaeser has served as Governess and High Arbiter of the Witch Council since its founding.
